Stability in Water Cost Stability in water cost is secured by an abundant supply of water, rate structures, sound financial and competitive business practices, and a long-term infrastructure maintenance program. The Milwaukee Water Works is owned by the City of Milwaukee and revenues are reinvested in the utility to offset future rate increases. Except for major plant upgrades during the mid-1990s, all operating and capital expenses are 100% cash-funded. MWW is actively seeking new customers to increase revenue and broaden its rate base.
