Kilbourn Reservoir Park Project Update October 10, 2006
Tot Lot
Construction of a new tot lot on the north side of the property is complete. For safety reasons, the tot lot will
be temporarily fenced off and closed during the reservoir construction project.
Asbestos Removal
Removal of asbestos from the tennis court area atop the reservoir will be completed by the end of the week.
Gatehouse Atop Reservoir
The contractor has been working to stabilize the structure and will begin work to move it to the parking area
inside the fence on the southwest corner of the property next week.
Kilbourn Decommissioning Project
A contract for $2.1 million has been awarded to The Wanasek Corp. of Burlington, WI. A pre-construction meeting
was held Oct. 10, 2006 with Wanasek representatives and their subcontractors.
Construction will start during the week of Oct. 16 with removal of specified trees, working from north to south.
As the tree removal proceeds, demolition of the structure under the hill will take place. Importing of soil,
grading, landscaping, and plantings will follow.
Site security and safety are critical. A security fence will be installed around the entire property after the
tree removal has been completed. The fence will be located inside the sidewalks, leaving sidewalks available for
pedestrians. A security guard will be stationed on the site during all non-business hours.
Work hours are expected to be 6:30 a.m. to 5:00 p.m., with no noisy activities to be performed before 7:00 a.m.
Some work may be done on Saturdays. Six or seven employees will be on the job site at any one time. These
individuals will park their vehicles inside the work area, not on the street.
There will be considerable truck traffic when the soil importing phase begins. The trucks will travel east on
North Avenue, turn north on Holton, and east on Meinecke, entering the work area from Meinecke. The contractor
must move as much earth as possible before winter weather sets in. In addition, the demolition phase will be very
noisy.
The Water Works is working with the Milwaukee County Transit System and Milwaukee Public Schools to coordinate bus
traffic in the area.
The Wanasek Corp. representatives will coordinate with the American Legion the removal of the steel edging for the
star pattern from the east side of the hill for storage during the construction. The star configuration will be
returned to its original location.
Completion of the contract is scheduled for September 2007. The area will be fully opened to the public when it
has been determined that the grass and other plantings have been sufficiently established to withstand foot
traffic.
